Canada Considers Biometric Data System for Prospective Immigrants

Citizenship and Immigration Department of Canada has announced the new plans to include biometric data in the new applications that would be lodged with the department. By doing so Canada has now joined a list of countries that would demand biometric details from visitors or prospective immigrants while filing for a visa for the country. By the end of 2010, The Department of Citizenship and Immigration Canada plans to begin the roll out of biometric data processing and proposed that the new system would be fully functional in all provinces by 2013.
Discussing the topic, the spokesperson of Citizenship and Immigration Canada (CIC) said, “Biometrics will significantly contribute to Canada’s existing measures designed to reduce identity fraud and enhance the safety and security of Canadians.” After the requirement is implemented the biometric tests connote that applicants for temporary resident visas, Canadian work visas and Canadian study visas will have to submit fingerprints and have their photographs taken in person before arriving in Canada. Some foreign countries already implemented this requirement but Canada by this move has now joined countries like France, the US and the UK, who all have biometric requirements in place. The US has had such a database in place for the last 5 years whereas the UK plans to have all UK visa applicants’ biometric details on their biometric database by 2011.
When the rules would be implemented in late 2010, approximately 15,000 fingerprints and facial images will be collected from field trial participants out of which analysis of the information collected will be conducted separately. The Biometric test will check the impact of introducing fingerprint and facial recognition technologies on CIC operations. The trial will help determine how biometrics could be used to identify people entering Canada and to reduce the potential for identity fraud. It will only involve a limited number of temporary resident visa applicants and refugee claimants. CIC has been consulting with the Office of the Privacy Commissioner to ensure that appropriate measures are put in place to protect the personal information of field trial participants. Apart from Canada, in order to ensure that people immigrating to various countries are not fraud, the European Union, Australia, the United Kingdom and the United States are also testing or using biometrics to enhance the integrity of their border control systems.

Quebec Province to welcome more Immigrants after Changes in the Quebec Skilled Worker Program

Modifications in the Quebec Skilled Worker Program will let the province to greet additional immigrants. The fresh selection system for Quebec Skilled Workers will make it easier for a number of applicants to meet the criteria. On July 2009 there were reports highlighting that the province of Quebec which handles its own immigration program as part of an agreement with the Canadian Federal government, would be making certain changes to the Quebec Skilled Worker program.  On October 14th changes to the Quebec immigration programme were announced and implemented and the new criteria could make it very easy for some applicants to qualify for immigration to Quebec province. Applicants with certain educational backgrounds will not only benefit from more points, but will also qualify for priority processing. The more encouraging weighting of the education and age criteria could make it easier for some applicants, who did not meet the criteria under the previous system, to become entitled to immigrate to Canada in the Quebec Skilled Worker category.
Apart from that, in addition, the “Areas of Training” criterion, which awards bonus points to applicants with certain educational or training backgrounds, has been changed to reflect the current needs of Quebec’s economy and labour market. The breakdown of points awarded for an applicant’s age has also been adjusted, so that it declines less rapidly after the age of 35 than under the previous system. After the implementation of giving Education and Age criteria so much of importance in a more favourable kind of way it can make it easier for some applicants that do not qualify under the previous system can now become eligible to immigrate to Canada under the Quebec Skilled Worker Category.
People who make a successful application to obtain a Quebec Selection Certificate (CSQ) can later submit their application to Citizenship and Immigration Canada office for various checks like medical and security checks for the issuance of a Canadian PR visa. The new rules had been in operation since October 14 and all the applications that are being received now are now assessed under this new system of follow up. For many reasons Quebec is the best choice if one wishes to immigrate to Canada.

Canadian Economy and Immigration

We have been reading about the Canadian Economy and the resistance it showed to the economic crisis. Throughout the past few months, news has been flashing on internet about the speedy recovery Canada has been making with the downturns of recession. Compared to the economies of many countries around the world, the economy of Canada is less affected by recession and it still remains the perfect place to do business with its stable banking system and its much easier now to start a business in Canada as the economy moves out of the recession. ‘Bank of Canada’ also declared recently that the recession was over after surveying the status of many Canadian banks. StatsCan recently reported that in August, the private sector created more than 27,000 jobs, an unexpected growth in the job market. Canada’s major banks are reporting profits in the third quarter of 2009, another sign that the economy is recovering. In addition, Canada Mortgage and Housing Corp. (CMHC), the federal housing agency, said that the housing market is expected to rebound over the last few months of 2009.

Some analysts have been picturing it as a positive sign believing that Canada is not only recovering from the economic slump which has affected most nations, but they also believe that Canada’s economy is expected to grow. “The upturn in June GDP, the swift snapback in housing amid rebounding consumer confidence, and a stabilizing U.S. economy all suggest that Canada’s recession is indeed ending,” said Douglas Porter, deputy chief economist at BMO Capital Markets, a leading financial services provider.

New Immigrants in Canada have boosted the housing market. In last eight years, the inflow of immigrants in Canada is responsible for most of the housing sales in the Greater Toronto Area. As reported by Scotia bank, a major Canadian financial institution, found that newcomers are making a faster transition from renting homes to owning homes than they did in the past. “Given Canada’s aging population and low fertility rates, longer term household formation and housing needs will be largely determined by immigration,” Adrienne Warren, the author of the report, said. Canada to Emerge as a Strongest Economy in 2010

As reported by the Canadian Imperial Bank of Commerce (CIBC), world market expects to see a surprise growth of Canadian economy which would outperform other countries in the developed nations. The economic growth of Canadian economy is however expected to be limited until 2011 as the recession is expected to end by then and it is forecasted that the economy of other countries would also reach its full swing. The fact however could be attributed to the increase in stimulus spending of $40 Billion. The report also continued to mention that Canada was not hit as hard as other developed nations due to recession. Canada’s performance during the recession times is due to the country’s resilience of the market sectors like housing etc and its strength in the banking system.
By the end of September, The Bank of Canada and the organization for economic Co-operation and Development declared that they have witnessed signs of recovery in the Canadian economy as well as some other economies of the world. As reported by CIBC, it is expected that Canada’s economy would grow at a rate of two percent in 2010, which is stronger than the growth rate which is expected of the US Economy and European Countries as well.
Speaking on the same, the CIBC Chief Economist, Avery Shenfeld stressed that ‘the injection of stimulus dollars’ into the world’s economies have had a lot to do with this forecasted turn around and subsequent growth. “On some dimensions, Canada stands out from its peers, largely because the financial shock to the household, government and banking sectors was less dramatic than in the U.S. or some parts of Europe,” notes Mr. Shenfeld. “But as we saw last year, no country is an island, and after a decent finish to 2009, Canada could be waiting another year for truly robust growth.”
It is quite noticeable as some countries completely shut down immigration, with the boom in the economy Canada is bound to meet the immigration standard requirements for the smooth running of economy. Canadian Workplaces and Job Security to Immigrants

A recent survey depicted that people who are working in Canada are happy with their jobs. According to a poll by the famous job search engine, monster.ca, commissioned by the Labour Day 46% of people who work in Canada feel that they have more job security today than they did at the same time last year. Canadian workers in public sector felt the most secure at 53% compared with 42% of private sector.

The poll also showed that 88% of people working in Canadian firms were content with their jobs. These Canadian workers were also satisfied with their current employment situation. To a surprise Canadian workers living in Manitoba and Saskatchewan were the most secure with their jobs as compared to the rest of the country.

The unemployment rate in Canada at present is about 8.6% with many signs of its emerging from recession. Inspite the recession and economic turmoil, Canada has still given opportunities to skilled migrants who applied for Canadian visas and work permits. The strategy of which is still paying off.

The results of the survey were out standing. It was also found that 33% of people thought job security with their institutions was the top perk. Besides 31% of people said that best thing was that they could keep a balance between their work and personal life in their present jobs.

The survey was conducted by the Harris-Decima polling company on behalf of Monster.ca. “Although we’ve seen daily reports of layoffs and plant closures, Canadians are feeling pretty good about how they make a living,” said Peter Gilfillan, general manager of Monster Canada. “Anxiety levels seem to be going down, and that’s really encouraging.”

Apart from holding polls and surveys, Canada is now trying to attract investors and foreign skilled workers to come and live in Canada as the country is short of skilled immigrants. Canada offers a bundle of opportunities to foreign immigrants who come to Canada in a hope to start a new life.
